does it need the actual wii console so you can use the sensor bar and use some kind of remote program? or can you just buy the wiimote and plug it in to the mac (via bluetooth/ir)?

no need wii console. because... via Apple built-in bluetooth. (bluetooth HID)

wii sensor bar is not include sensor. just IR LEDs

wiimote include IR reciver sensor, 3-axis accelerometers(motion), speaker,
bluetooth... and support force feedback. http://www.wiili.org

wiimote whiteboard : http://www.uweschmidt.org/wiimote-whiteboard
johnny chung lee projects : http://www.cs.cmu.edu/~johnny/projects/wii

wiimote in windows(bootcamp)

wiin remote : http://onakasuita.org/wii/index-e.html

glovepie : http://carl.kenner.googlepages.com/glovepie
ppjoy : http://www.geocities.com/deonvdw/Docs/PPJoyMain.htm

glovepie + ppjoy is best for emulator game.(support motion control)

in bootcamp xp Arrow i use toshiba bluetooth stack(driver)
modify .inf and delete base driver, manual install (work fine.)

wiimote use 2 type mouse. (IR mouse, motion mouse)

if use IR mouse Arrow need IR sensor bar or Idea 2 candle.
sensor bar is just IR LEDs
